The following resolution was adopted by the Council with
reference to the value of the work —
"We have considered the letter, dated 24th June, from the Clerk, Central
(Unemployed) Body for London, relative to the works of altering gradients in
Rectory Lane, Streatham and Tooting, and culverting ditch at Garratt Park,
Springfield, recently executed with unemployed labour, asking for the opinion
of the Council upon the quality of the work, the conduct of the men generally,
and as to the value of the labour furnished by the Central Body compared with
ordinary labour, and report of the Borough Engineer thereon; and recommend
that the Central (Unemployed) Body be informed (1) that the quality of the
work, all of which was set out and superintended by the Council's Engineer,
was fairly good ; (2) that the conduct of the men was satisfactory; and (3) that
the value of the labour furnished depended upon the class of work required of
the men, and was approximately as follows, viz.:—alteration of gradients,
Rectory Lane, cost 30 per cent. more than ordinary labour ; construction of
culvert, Garratt Park, cos-t 50 per cent. more than ordinary labour, and that it
was found necessary to have the works closely supervised, and this was done
by men in the employ of the Council."
