The following resolutions were passed at the Conference :—
(a) That it is advisable that some system of classification should be
found possible in those cases where there are many vacancies on the
normal roll of a school and yet children are refused admission owing to
the fact that the vacancies do not exist in those particular classes to which
they would naturally be allocated.
(b) That this Conference is of opinion that Head-teachers in provided
schools should, in all ordinary circumstances, be selected by the Local
Managers of the School (where the vacancy exists) from three candidates
on the promotion list prepared by the Education Committee of the London
County Council.
(c) That in the opinion of this Conference power should be given to
Managers of schools of every kind to grant holidays, within limits that
may be prescribed, on occasion of local festivities, etc.
(d) That in the opinion of this Conference it would tend to greater
efficiency in provided schools, and better feeling among the teachers, if all
complaints of irregularities of conduct on the part of teachers were
reported to the Managers of the schools in which they occur, instead of tothe
Staffing Sub-Committee ; it then being the duty of the Managers to
consider such complaints, to determine them, and finally to report to the
Staffing Sub-Committee.
(e) That the Borough Council and the Managers co-operate to carry
out the new bye-laws re the employment of children of school age.
(/) That the School Correspondents should supply at the monthly
meetings figures to show the attendances of the Managers of the different
groups of schools.
96. A copy of the resolutions was forwarded to the London
County Council, to each of the Metropolitan Borough Councils,
and to the Managers of the schools in the Borough.
97. The subject of the carrying out of small repairs at
schools has been considered by the Council, and a resolution was
passed to the effect that the Council recognised the urgent need of
some means of carrying out these repairs more expeditiously than
they are carried out under the existing system, and was of opinion
that the Chairman of each body of School Managers should be
empowered to order petty repairs of an urgent nature to be
carried out at once, locally, submitting bills for the same
periodically to the London County Council.
