63. This was a Government Bill to enable the Board of Trade by
Provisional Order to authorise the compulsory acquisition
of land for generating stations by any local
authority, company, or person within or without their area of supply
or district; the supply of electricity in bulk ; and the supply to
railways and tramways partly within and partly without the area; and
to authorise the Board, in the case of a Provisional Order for the
supply of electricity in bulk only, or in bulk and for power only, to
exclude from the Order the provisions as to purchase contained in
Section 2 of the Electric Lighting Act, 1888, in respect of the undertaking
for the supply in bulk. The Bill was withdrawn before
reaching second reading.
64. This was a Bill to provide for uniform scales of charges for
water throughout the limits of the Board's supply, the
charge for water for domestic purposes not to exceed
5 per cent. of the rateable value. " Domestic purposes"

apparatus, consumption by or washing of horses or cattle, washing
carriages or other vehicles, watering gardens, fountains, or other
ornamental purposes, cleansing sewers and drains, cleansing and
watering streets or roads, fire extinction, flushing drains by means
of any apparatus discharging automatically, public pumps, baths, or
washhouses, any trade manufacture, or business, and any bath constructed
so as to contain more than 50 gallons.
65. The Bill would authorise the Board to supply water by
measure, and provided that they should not be bound to supply otherwise
than by measure for trade or manufacturing purposes, or to
common lodging houses, barracks, &c., and that the charge by measure
should not exceed is. per 1000 gallons. The charge for water for
public purposes was fixed at 6d. per 1000 gallons.
66. The Council presented a petition against the Bill with the
view of obtaining the following amendments :—
