(3.) Special inspections were made of the River Wandle in consequence
of complaints of the presence of quantities of
sewage fungus in the river and the smell arising therefrom.
On inspecting in July I found that the river was in a
foul condition owing to the presence of the fungus and that
this fungus originated from the outfall of the Croydon
Rural Sanitary Authority. That Authority have now reinstated
the coke filters and cleansed that part of the river
at the outfall, with the result that the nuisance has been to
a considerable extent abated.
(4.) Special inspections were made of Cubitt's Cottages, the
houses in Point Pleasant, Wandsworth, and in Floss
Street, Putney, with regard to their sanitary condition.
The necessary notices were served and all have been or are
now being complied with.
(5.) With reference to the houses in The Platt, Putney, of which
several inspections were made, instructions were given to
the Solicitor that a closing order under the Public Health
(London) Act, 1891, should be obtained. The magistrate
on hearing the position of the defendant with regard to
title, adjourned the summonses, and these have not yet
been again heard.
There is no doubt, however, but that the owner will
either comply with the requirements of the Council by
carrying out extensive repairs, or by rebuilding the houses.
The premises were inspected by a Sub-Committee of the
Public Health Committee before a closing order was applied
for.
