As it was quite impossible to visit all the houses in the Borough
where births had occurred, it was decided to limit the enquiry to
certain well-defined areas, and the areas selected were Tooting,
Fairfield and Springfield Wards. In these Wards the infantile
mortality has always been greatest and it was hoped that greater
good would ensue by limiting the work to these Wards.
