Permissive legislation is hardly ever satisfactory, and
when the object in view is that of detecting and punishing
deliberate and systematic fraud, it can scarcely be expected
that good will ever come of other than the most stringent
and compulsory measures.
R. HARLAN D-WHITEMAN,
Medical Officer of Health
for Putney and Roehampton.
Chairman of the Associated Health
Officers of the Wandsworth District.
