visit us. I would, therefore, again beg to urge upon your
notice the necessity of a vigorous prosecution of all the
minor sanitary proceedings, the chief of which are such as
may be embraced by the general term Scavengering; and
to point out, in conclusion, that such prosecution, to be
efficient, must be systematic ; for it is not by the spasmodic
efforts of a fitful zeal called into activity by present or
impending pestilence, but only by endeavours well regulated
and continuously sustained, that the full benefits of
sanitary science can be expected to be realized.
