Increase of Rent and Mortgage Interest Restriction
Acts.
Under the provisions of these Acts increases of rent are permitted
to be made by landlords, and tenants who consider that their
houses are not in ail respects reasonably fit for human habitation
may apply to the Local Authority for a certificate to this effect,
which will enable them to suspend payment of the increase of rent
until the necessary work to put the premises into a good state of
repair has been completed.
During the year 8 applications were made to the Council, and
in seven instances certificates were granted.
In accordance with Section 5 of the Act, 1 application was
made by a landlord for the rescinding of a certificate previously
granted to a tenant, the necessary work to the premises having
been completed. And in this case the rescinding certificate was
granted.
House-to-House Inspection.—Special house-to-house inspection
of certain streets in the Borough was carried out during
the year.
A total of 201 houses were inspected and 73 notices were
served and complied with. The total number of re-inspections
made was 232.
Overcrowding.—Two instances of overcrowding were brought
to the notice of the Public Health Committee. In one case a
husband, wife and 6 children were occupying two rooms. This
family could not be recommended alternative accommodation
on the L.C.C. Housing Estates owing to inability to pay an economic
rent. The house, however, is situated in an area which will shortly
be declared a clearance area and will be dealt with under the
Housing Act, 1930, in which circumstance the onus of ottering rehousing
accommodation to the displaced tenants will rest with the
Borough Council.
