With respect to bye-laws of houses or parts of houses let
in lodgings or occupied by members of more than one
family, these are amended so as to make the "owners"

Sections 1 to 13 (inclusive) of Part I. deal with the
provision of houses for the working classes and the acquisition
of land for such purposes, etc.—Part III. of the
1890 Housing Act being compulsory instead of optional
adoptive, and being made much simpler in procedure, with
loans up to 80 (instead of 50) years, etc.
With regard to underground rooms, habitually used as
sleeping places, they are to be deemed unfit for human
habitation.
(l) If they are not on the average at least seven feet
in height from floors to ceilings; or
(2) If they do not conform to such regulations as the
Council, with the consent of the Local Government
Board, may prescribe.
Part II. of the Act has reference to new and important
provisions as to town planning, etc., and Parts III. and IV.
deal with County Medical Officers of Health, County Public
Health and Housing Committees, etc., and supplementary
matters respectively.
