One might sum up the yearly report by pointing to the
weak links in the chain of Maternity and Child Welfare work in
the Borough:—
(1) Inadequate provision for maternity.
(2) Lack of skilled care of the infant from birth to
the end of the first month of life.
(3) Failure to bring the clinical diagnosis of syphilis
into line with that arrived at in the laboratory.
(4) Complete failure to secure treatment of the parents
of syphilitic infants.
