Population. Year by year I have drawn attention to the
growing divergence of the estimates formed of the population of
the district, according as the calculation is based on the number
of occupied houses as shown in the rate books, or is reckoned by
the Registrar General's method.
On the former basis, for 1909, the estimated population is
92,389. For the same year the Registrar General's estimate is
95,628, a difference of 3,239.
The true population probably lies somewhere between these
two estimates. The Registrar General's figures are too high,
because the rate of building has slackened down very much of
recent years.
On the other hand the estimate based on the number cf
occupied houses and the number of occupants per house is too low,
as in some parts of the Borough the tendency is for the average
