not been duly received by him during the last preceding half-year, and
shall submit the same to the next meeting of the Guardians of the Union
or Parish wherein he acts, and the said Guardians shall forthwith make
inquiry into the circumstances of the cases contained in the list, and if
they find that the provisions of the Act have been neglected, shall cause
proceedings to be taken against the persons in default." Here then is
a distinct direction by which Registrars are bound to furnish information
upon which the Guardians of the poor are not merely permitted but
bound to act. The 27th clause enables the latter to pay out of the
funds at their disposal all the expenses which the inquiry they are
required to institute and the proceedings they are required to take may
give rise to. I would earnestly urge upon the Guardians in Islington
the great importance of these clauses, and the necessity which there is
for a sincere and hearty adoption of their provisions.
EDWARD BALLARD, M.D.,
Medical Officer of Health.
