The Council adopted the Notification of Births Act, 1907. The Local
Government Board afterwards gave its consent and fixed 9th March, 1908, as the
day on which such adoption came into operation.
During the year, under the Cleansing of Persons Act, 235 persons (217 men
9 women and 9 children) infested with vermin, had their bodies and clothing
disinfected free of charge.
The erection of houses for the working classes on the site of the Union
Buildings Area (Bourne Estate) which was begun in August, 1906 was completed
in October, 1908.
Under Section 78 of the London County Council (General Powers) Act, 1907,
which came into force on the 1st day of January, 1908, and provides for the
provision of a water supply in tenement houses for families on separate floors,
403 notices were served during the year.
The removal of house refuse was again satisfactorily carried out during the
year. The number of complaints received from householders, which in the
previous year had been very much diminished, was still further reduced.
For the second year in succession no complaint was received respecting the
non-removal of manure.
Under the London County Council (General Powers) Act, 1908, power is
given to remove from, or refuse to enter on, the register, the names of dairymen
if the premises are in the opinion of the Sanitary Authority (Borough Councils)
unsuitable for the sale of milk therein. Power is also given to appoint Health
Visitors; to enforce sufficient and suitable accommodation for the cooking of food
in new tenement houses; and increased powers for the sanitary regulation of
premises used for the sale or preparation for sale of food for human consumption.
Power is also given to the London County Council and the City Corporation to
make by-laws with respect to the businesses of a vendor of fried fish, fish curer,
or rag and bone dealer.
During the year 22,990 inspections were made, 1,422 Intimation Notices, and
270 Statutory Notices for sanitary defects were served; 675 notices for the
cleansing of lodging houses and 273 notices for breaches of by-laws. The market
streets are inspected daily, including Saturday nights and Sunday mornings.
