During the year, it was necessary to take legal proceedings for breaches of
the By—laws respecting cleansing of 14 houses let in lodgings. In one case, fines
amounting to £15 and £2. 2s. costs were inflicted. Further details are given in
the Appendix, Table 11.
OVERCROWDING.
The number of dwelling rooms found to be overcrowded was 46, in comparison
with 44 in the previous year. 24 of these were dealt with as breaches of the
By—laws as to houses let in lodgings.
REMOVAL OF HOUSE REFUSE.
In accordance with the Contract, all house refuse has to be removed during
the months of April to October inclusive at least twice a week, and oftener if
required by the Medical Officer of Health, and in the remaining months November
to March, at least once in each week and oftener if required. In the main
thoroughfares there is a daily collection.
In the main thoroughfares Police regulations prohibit the removal of house
refuse after 10 a.m. The occupiers of many of the shops in the main thoroughfares
do not live on the premises and many of the shops are not open until after
9 a.m. With a view of having all refuse removed as early as practicable, the
Council resolved that the occupiers of premises in thoroughfares where a daily
removal of refuse is in force should be required to place the refuse on the footway
in proper receptacles not later than 9.30 a.m. Public announcement of this was
given by means of printed notices attached to the public lamp posts and by hand
bills left at every house.
During the year, 17,203 loads of house refuse were removed. Only 31
complaints were received from householders as to the non—removal of house refuse
and 173 notices were served for the provision of proper dust receptacles.
During the year, a number of applications were received for the removal of
trade refuse for which the Contractor is paid by the owners in accordance with
Section 33 of the Public Health (London) Act, 1891.
REMOVAL OF MANURE.
The removal of manure was again carried out satisfactorily For the second
successive year no complaint was received. Posters requiring the periodical
removal of manure and other refuse matter from all stables, cowhouses, or other
premises in the Borough not less frequently than every 48 hours were again posted
in the various mews in the Borough.
