Smoke Nuisances. —Observations for smoke nuisances were made to
the extent of 618 with respect to the following factories and workshops:—
Mayfield Laundry Co., 93, Gillespie Road.
Great Northern Railway Electric Light Works, Albert Place.
Poulton and Noel, Brewery Road.
Bellchambers' Glass Works, Ronalds Road.
Taylor and Sons, Fonthill Road.
Lorimer and Co., Britannia Row.
Hobb, Hart and Co., Arlington Street, N.
Thorley's, Ltd., 4 and 6, All Saint's Street.
Messrs. Grover, Shepperton Road.
Tibberton Square Baths.
Geo. Kemp, Ltd., Brewery Road.
Westinghouse Brake Co., Ltd., 82, York Road.
57, Essex Road.
Legal proceedings were taken in one instance and an order was obtained
for the abatement of the nuisance, a fine of £5 and 2s. costs being inflicted.
Water Certificates.—These are issued under section 48 of the Public
Health (London) Act 1891, and after examinations of the fittings had been
made, 21 certificates were issued by the Public Health Committee acting as the
Sanitary Authority.
Water Supply.—Water supplies which had been cut off or which had
not previously existed were provided in 531 cases. In addition 30 new cisterns
were fitted, and 583 old ones were repaired or cleansed.
Water Supply to Tenement Houses.—The supply of water to the
upper stories of tenement houses is enforceable under Section 78 of the London
County Council (General Powers) Act 1907. This power is not generally
known to property owners, and, therefore, when the demand has been made,
it has been met frequently by a direct refusal, or a demand for further information.
It has so far had a mixed reception, some owners entirely concurring
with the enactment, while others, protesting against it, have only complied
with it under compulsion.
At one time a grave fear as to the possibility of enforcing the section
arose in consequence of a doubt in your Solicitor's mind as to the exact
meaning of the section which is set out in the following report that the
Medical Officer of Health made to the Public Health Committee on December
7th. 1908.
