There is a slight increase in the number of Factories during the year, which is in
a measure due to the fact that some workshops have installed machinery, though in some
cases the amount of machinery introduced scarcely appears of sufficient consequence to
demand a change of administration. In one case where the premises had been inspected
as a workshop for some time, it was discovered that one machine used by one girl, a member
of the family, who was partially crippled, was moved by a small motor, thus making
the place a Factory. Being in a corner it had escaped observation on previous occasions
or perhaps had not been in use.
General Conditions.—As noticed last year the improved conditions of the sanitary
accommodation in Factories seems to be maintained. Some employers appear anxious to
do their best in the way of keeping conveniences, mess-rooms, lavatory basins and all
fittings in a proper condition, but complain that it is almost impossible to do so owing
to the careless behaviour of the employees. In certain factories notices are put up calling
the attention of the employees to the fact that the arrangements provided must be treated
in a proper manner, and threatening dismissal in case of disobedience. In spite of this,
those in charge often find it difficult to keep up the required standard of cleanliness and
order. Speaking generally, this matter is not so noticeable in the case of workshops where
there is more direct supervision.
