1 now leave this great issue in your hands—it has been before you
for nearly twelve months—feeling assured that you, who, as a Committee,
have charge of the weighty health interests of this great borough, will give
that consideration to this subject, the most important that has come before you
since the Borough Council was instituted, which it demands; and that you
will not forget how much the health and happiness, the poverty and
misery, and even the lives and deaths of our citizens are bound up with, and
dependent upon, your decision ; and in doing so I ask that you will recollect
the fundamental principle of public health work, which is that " the proper
care of the sick secures the protection of the well."
