Outworkers' Premises.-—There were 2,802 outworkers' premises on the
register. This is aji increase of 309 on the return of the previous year.
On the lists received from the employers in Islington there were 2,560
entries, in addition to which 2,746 were received from other borough councils
both within and without London.
From the lists provided by local employers, 1,228 were forwarded to other
borough councils.
Mrs. Young in her interesting report refers particularly to these places,
about which she says that the general conditions under which the homeworkers
carry on their work is surprisingly satisfactory in view of the rates of wages
paid. There is no doubt that the strenuous work of inspection which has been
carried out in the Borough for several years past has had a very wholesome
effect in compelling the ordinary outworker to keep her premises clean, although
as Mrs. Young well states, " if it takes a woman 14 hours a day working six
