the state of vaccination in Islington from 1880 to the end of the first six months
of 1912.
Certificates of Exemption.—1,241 of these certificates, or statutory
declarations, were sent to the Vaccination Officers, which is by far the
largest number hitherto recorded. How large the increase is may be seen in
the following statement, which shows that whereas in 1897 the exemptions
only numbered 14, in 1911 they had increased to 1,241:—
1897 ... 14 1905 ... 110
1898 ... 103 1906 ... 123
1899 ... 101 1907 ... 259
1900 .,. 127 1908 ... 588
1901 ... 106 1909 ... 824
1902 ... 73 1910 ... 1,080
1903 ... 103 1911 ... 1,241
1904 ... 89
If these years be divided into quinquennial periods, the exemptions will
be possibly more clearly appreciated:—
1897—1901 ... 451
1902—1906 ... 498
1907—1911 ... 3,992
Thus we see that these exemptions from vaccination increased by 885 per
cent, from the first of these quinquennial periods.

The following Table shows how the exemptions were distributed throughout the borough and the percentages they bore to the births, less the children who died unvaccinated:—
