During the month my attention has been directed by a
numerously signed petition to the condition of Mr. Bowley's
premises in Tothill Street, accompanied by a declaration on the
part of two persons, that their health was affected by the escape
of noxious vapours. I have consequently visited the premises,
and reported upon their condition to the Nuisances Removal
Committee, which Report will be doubtless laid before you.
Although I feel bound to admit Mr. Bowley endeavours to
carry on his trade with as little offence as possible, and has
always attended to any suggestions that have been made, yet
there can be no question that the manufacture of candles and
greaves must always be attended with an amount of offence
that is a positive nuisance to his immediate neighbours: and
although it may not be just to interfere with Mr. Bowley's
business as at present carried on, I yet think Mr. Bowley
should be prevented enlarging his present premises for the
purpose of increasing his trade, and thus adding very greatly
to the nuisance already so loudly complained of.
Inspector Crow having found it necessary to summon the
owner of a marine store depot in Tothill Street, in consequence
of a nuisance arising from the removal of putrified fat, I have
