(iii) provides an entirely new "Control Order" power to take
over the control and management of a multi-occupied house
summarily if the living conditions are so bad that immediate intervention
by the local authority, rather than the more protracted
process of requiring the proprietor to ameliorate the conditions, is
necessary for the protection of the residents' safety, welfare or health.
The Sections in Part V of the Act deal with miscellaneous and general
provisions concerning financial matters, amendments of the Clean Air
Act, 1956, relating to dwellings, and minor amendments of the Housing
Acts.

During 1964, a total of 38 applications for loans and/or grants under
the above Acts were received by the Council, relating to the acquisition,
conversion and/or improvement of 127 dwellings. Altogether, 205 visits
were made by the public health inspectors in connection with these
applications.
Rent Act, 1957—Certificates of Disrepair
No applications for Certificates of Disrepair were received during 1964.
One certificate was issued as to the remedying of defects specified
in a landlord's undertaking to remedy defects. This related to a
Certificate of Disrepair issued in 1963.
Land Charges Act, 1925
The number of enquiries dealt with and. reported upon during 1964
was 3,152.
The enquiries concerned outstanding statutory or informal notices,
combined drainage orders, smoke control orders, applications for decontrol
under the Rent Restrictions Acts, and certificates of disrepair.
Additional questions appeared on many of the search forms, mainly
in regard to any proposals for dealing with properties by means of clearance
or redevelopment under the Housing Acts, restrictions on the use of
underground rooms, and the suitability of premises for specific purposes
such as catering establishments and workrooms.
Assessment of Housing Priorities on Medical Grounds
During the year, 126 applications for rehousing on medical grounds
were examined, and recommendations were made for the guidance of the
Housing Committee.
