To the Right Worshipful The Mayor, Aldermen and
Councillors of the City of Westminster.
Mr. Mayor, Aldermen and Councillors,
I have the honour to present for your consideration a Report on the
health of the City of Westminster during the year 1963.
It is with much regret that I record in this Report the death of
Dr. Andrew Shinnie, O.B.E., on 10th May, 1963. Dr. Shinnie joined the
Westminster City Council as Tuberculosis Officer and Assistant Medical
Officer of Health in 1916, and was appointed Medical Officer of Health
in 1925. He rendered service of great distinction to the City of
Westminster until his retirement in 1953.
Following his retirement, he maintained a close liaison with many
statutory and voluntary bodies in Westminster and continued to lead
a very active and full life for the succeeding ten years. His interest in
the health and well-being of all sections of the community was neverceasing
and gave him an outlet for his unbounded energy and enthusiasm.
During his long service with the City Council, Dr. Shinnie witnessed
many changes and effected many improvements in the health services,
particularly those provided for mothers and children. Further great
changes are now imminent; under the London Government Act, 1963,
the Health Department of the new City of Westminster will shortly
become responsible not only for the environmental health services
provided by the boroughs of Paddington, St. Marylebone and the present
City of Westminster, but also for the personal health services provided
by the London County Council in this area.
The closing of the present era of London Government opens up a
future of challenge and opportunity. I am confident that all the staff
of the new Health Department will respond magnificently to the heavy
tasks which lie ahead; and will ensure that the existing high standards
of service to the public are not only maintained but expanded and
improved wherever possible.
