The administration of these Regulations, where appropriate, will be
the responsibility of officers of the Public Health Department.
Meat Inspection Regulations, 1963
These regulations, which apply to England and Wales only, came
into operation on the 1st October, 1963, and replace, with amendments,
the Public Health (Meat) Regulations, 1924 to 1952.
They relate to the inspection of carcases of animals at slaughter houses
and the marking thereof.
There are no slaughter houses in Westminster.
Bread and Flour Regulations, 1963
The Bread and Flour Regulations re-enact the Flour (Composition)
Regulations, 1956, and come into operation on the 1st September, 1964.
The regulations lay down requirements as to the composition of
wheat meal and wholemeal, milk bread, skimmed milk bread, butter
bread, protein bread and gluten bread; and list permitted ingredients
for wheat bread, brown bread, wheatmeal bread, wheat germ bread,
wholemeal bread and soda bread.
The regulations also permit the use in flour, other than wholemeal,
of certain bleaching and improving agents.
Prohibitions and regulations are laid down in relation to advertising
and labelling. Provision is made for seizure of bread or flour not complying
with the regulations.
Ice Cream (Heat Treatment, etc.) (Amendment) Regulations, 1963
These regulations came into operation on 18th June, 1963, and
amended the Ice Cream (Heat Treatment, etc.) Regulations, 1959, by
allowing the addition of sugar to sterilised or pasteurised mixtures used
in the manufacture of ice cream.

These regulations re-enact with amendments the Milk (Special

designation for raw milk.
(b) The test for milk to which a producer's licence relates has
been replaced.
