Housing Act, 1961—Houses in Multiple Occupation
Progress
By the end of 1963, the public health inspectors had completed a
routine house-to-house survey of 230 houses located mainly in the Pimlico
area of the City. Of these 230 premises 180 were found to be in multiple
occupation.
Schedules of works required, which covered items of dilapidations, fire
precautions (as agreed with the London County Council), the provision of
additional facilities and, where applicable, works to basement, were sent
to the owners of 16 premises.

the necessary works will result in the temporary or permanent displacement
of any tenant, the Public Health Committee wished me to do all
that I can to ensure that the landlord adopts a reasonable attitude towards
that tenant, and, where practicable, that the landlord either takes the
tenant back in the case of temporary displacement, or provides alternative
accommodation in the event of a permanent displacement.
On the instructions of the Housing and Public Health Committees, the
Town Clerk arranged for Conveyancing Counsel to settle a model form of
tenancy agreement which could be recommended to landlords for adoption.
Complaint of Noise—Intimidation of Tenants
On the 1st August, 1963, the City Council, on the joint recommendation
of the Housing and Public Health Committees, expressed its intention
to consider exercising to the fullest extent its statutory powers, including
where necessary compulsory purchase, to deal with any case which might
