The work of the department in this connection has become more
exacting, as plans entail not only one but often many interviews. This
is largely due to the difficulty experienced by owners in deciding as to
the most suitable way of dividing buildings for letting purposes in relation
to the sanitary arrangements originally proposed. Owners also naturally
desire to reduce cost as much as possible and this frequently means
interviewing more than one contractor.
New Sanitary Construction.—Of the 935 plans relating to drainage
and other sanitary works, 102 represented sanitary provisions in entirely
new buildings. The corresponding figures since 1930 are as follows:—

Combined drainage orders were made in 23 cases.
Infringements of the by-laws were reported by the sanitary inspectors
in 32 instances in respect of failure to give notice of intention to construct
or to deposit plans. The offences were not sufficiently serious to warrant
prosecution, but in 15 cases builders were cautioned. In the remaining
cases no action was deemed necessary.
Closet Accommodation.—The water carriage system is in existence
throughout the City.
Public Sanitary Conveniences.—These are under the control of the
City Engineer. There are 41 public conveniences in the City, 22 for
men and 19 for women.
In addition, there are 32 public urinals for men.
Public Cleansing.—This is carried out by a separate department of
the City Council under the Director of Public Cleansing (Mr. H. Ardern,
A.M.I.Mech.E., F.Inst.P.C.), who has supplied the following notes:—
