Regulation of Street Trading.
The London County Council (General Powers) Act, 1927, provides
for the regulation of street trading by the issue of licences which must
be renewed annually. Special observation is kept by the food inspectors
on all stalls where food is exposed for sale and also the premises where
it is stored.
The number of stallholders licensed by the Council is about 350,
and about 200 of these handle foodstuffs. The number is continually
changing. As a result of constant supervision only minor infringements
were observed. These were promptly rectified when pointed out by
the inspectors.
Meat Regulations, 1924.
There are no slaughterhouses in the City and the duties imposed are
confined to the supervision of meat shops, stalls and stores. A register
is kept of all meat vendors and the number registered at the end of 1934
was 142. The inspectors paid 156 visits to these premises, including
stalls, 4 notices were served and the defects were remedied in each case.
Other Food Premises.
The total number of inspections of food premises was 2,926. These
include visits to milk shops, butchers' shops, ice-cream, &c., premises,
which have already been detailed. Other premises where food is
prepared for sale, deposited for sale or sold, include bakers' shops,
greengrocery and fruit shops, fish shops, fried fish shops, eating places,
tea shops and restaurants. As a result of these inspections 173 notices
requiring sanitary defects to be remedied were issued. In one case, rats
were found to have infested the premises and in order effectively to get
rid of them the owner found it necessary to carry out substantial
reconstruction works.
Restaurants.—A register of all restaurants is kept and 1,319 have
already been indexed. During the year 1,217 visits were paid.
Kitchens, pantries, messroom arrangements for staff, systems for washing
up, and general sanitary arrangements were specially observed. Defects
requiring notices were found in 112 instances, and in each case the work
was satisfactorily carried out.
Bakehouses.—At the end of 1934 there were 62 bakehouses in use in
the City, of which 43 were underground. 185 visits of inspection were
made, and in all instances the cleansing which is required to be done
twice a year was carried out.
