The percentage of adulterated samples continues to be minimal as
compared with, say, a quarter of a century ago. The cleanliness and
quality of food is improving but further improvement may be hoped for
as a result of the new food legislation which is referred to in this report.
Mr. Cecil H. Cribb, who had been a public analyst to the Council since
its inception, died suddenly in July 1932. A man of much personal charm
he was amongst the foremost in his profession. He possessed a truly
scientific mind which, to seek the deeper implications of nature, ranged
beyond the confines of his own speciality into the realms of kindred
sciences. He had many valuable researches to his credit and his opinion
was often sought by departmental committees on questions of food
legislation.
Mr. T. McLachlan, F.I.C., etc., his associate in analytical work, was
appointed temporarily to succeed Mr. Cribb in July and became Public
Analyst in December.
Dr. P. J. Edmunds, Public Vaccinator of St. Anne and St. James
district, resigned in December and his deputy, Dr. H. A. Morton Whitby,
was appointed to the part-time post.
No other changes in staff occurred throughout the year.
In conclusion I wish to thank specially the Chairman, Vice-Chairman
and members of the Public Health Committee for their kindness and
consideration; also the members of other committees whom it is my
honour to serve. I also wish to express my appreciation to the staff for
their assistance in the work of the department and especially to my deputy,
Dr. Thomson, for his help in preparing this report. It is a little late in
publication owing to my time being taken up in the early part of this
year in submitting a proof of evidence in connection with the Essex County
Bill. Its publication would have been later still had it not been for his
valued assistance.
