(6) Amend Section 16 of the Housing Act, 1930. This would enable
the L.C.C. to deal with clearance areas of less than eleven
dwelling houses which it is not empowered to do at present.
Merchandise .Marks Act, 1926, and The Agricultural Produce
(Grading and Marking) Act, 1928.
The administration of the orders made under the abovementioned
Acts still demands a great amount of the time of the Food Inspectors.
During the year 785 inspections were made for the purposes of these Acts.
The requirements of the numerous orders and regulations have been
carried out by the traders concerned in a satisfactory manner and in no
case was it found necessary to resort to legal action. Verbal warnings
were given in 54 cases where failure to mark properly arose from careless
oversights.
The Artificial Cream Act, 1929.
At the beginning of the year there was only one place in the City
registered for the manufacture of " artificial " cream, but during the year
the firm moved their factory to larger premises outside the City and the
address was therefore removed from the Register. The two other places
where it is made are exempt from registration because of the provisions
of Section 2 (1).
Milk and Dairies Amendment Act, 1922.

Under the Milk (Special Designation) Order, 1923, made under this Act the Council issued licences for the sale of:—

Certified milk10
Grade A (Tuberculin tested) milk12
Grade A milk4
Pasteurized milk17

1 sample was taken for bacteriological analysis.
Samples for bacteriological examination are taken by the Council's
inspectors by arrangement with the Ministry of Health, and the reports
are sent to the Council as well as to the Ministry. Five samples of Certified
milk from the same producer were requested to be examined bacteriologically
by the Ministry of Health. Only one retailer in the City obtained
this grade of milk from the producer in question and he was unable to
obtain from the producer more than one sample, but it should be pointed
out that this producer's milk is sampled in other districts. The sample
was found to comply with the bacteriological standards of the order.
Pasteurization of milk is not undertaken at any premises in the City.
