to the order coming into force the Council had not contributed to the
two hospitals in respect of their Maternity and Child Welfare centres.
Arrangements having been made for the demolition of the old premises
No. 1, Pimlico Road, and rebuilding a new Tuberculosis Dispensary and
Maternity and Child Welfare Centre near the old site, the Tuberculosis
Dispensary was moved in January, 1930, to temporary premises in vacant
rooms over the Highways Depot in Monck Street; while the centre was
temporarily accommodated at 14, Westbourne Street in March, 1930,
by arrangement with the Grosvenor Estate.
Staff—The four medical practitioners acting as public vaccinators
(part time) under the late Board of Guardians were transferred to the
service of the City Council under the provisions of the Local Government
Act, 1929. Their names are included in the list of officers of the Department.
The list also includes the name of Mr. J. H. Lowe, whole-time
vaccination officer who was also transferred and is now an officer in the
public health department.
Miss E. M. Craigie, a Health Visitor on the staff of the Poplar Borough
Council was appointed in July, 1930. This appointment was made in
order that the visiting of the pre-school child might be more adequately
undertaken.
On the resignation of Mrs. Jenkins, resident caretaker at the Maternity
and Child Welfare Centre at 15, Bessborough Street, Mrs. Nicholls, the
wife of the Assistant Mortuary Keeper, was appointed to the post.
In conclusion I wish to express my sincere thanks to the late Chairman
of the Public Health Committee, the Rev. Jocelyn Perkins, the present
Chairman, Mrs. F. M. Odone, and to all members of Committees concerned
with the health administration of the City for their interest and support.
I am also grateful to the staff of my Department for their assistance
during a year in which the work has been particularly onerous.
I have the honour to be,
Your obedient Servant,
ANDREW J. SHINNIE.
