"The Smoke Abatement Committee in discharging their references
from the Conference made the following recommendations which were
discussed at the second meeting of the Conference held at the Guildhall
in October, 1929, and adopted:—
(а) That all Local Authorities should especially instruct their appropriate
inspectors to keep observation on all chimneys (not being the chimney
of a private dwelling-house) when inspecting their districts, and special
observation on complaint or as occasion warrants.
(b) Local Authorities should proceed under the Public Health (Smoke
ment) Act, 1926, and the acts incorporated therewith, either with
regard to 'black ' smoke as such, or with reference to smoke, other
than 'black' smoke, which is emitted in such quantities as to be a
nuisance.
—For the grading of the varying shades of smoke, we
recommend the Local Authorities to use, for the time being, the chart
referred to in (e).
(c) That the emission of ' black ' smoke for a period of t wo minutes in the
aggregate within any continuous period of 30 minutes from any one
chimney in a building other than a private dwelling-house shall, until
the contrary is proved, be presumed to be a nuisance.
Note.—It will be a matter for the Local Authorities concerned to
consider, after conferring with the Ministry of Health, whether or no
exemption is called for with regard to special industries in their particular
localities. It is also suggested that Local Authorities should facilitate
arrangements whereby, in the case of a breakdown, which may result
in the emission of smoke for a longer period than that permitted, the
Local Authority can be at once notified, and that due regard by the
Authority concerned should be had to such breakdown.
(d) That Local Authorities be recommended not to permit any additional
allowance by reason of the number of boilers.
(e) Pending further investigations, and with a view to obtaining unanimity
amongst Local Authorities, the Coal Smoke Abatement Society's Chart
is recommended as being the best obtainable at the moment.
(/) That Local Authorities be advised to arrange for those officials whose duty
it is to deal with smoke nuisances to receive adequate instruction, both
theoretical and practical, in the subject.
(y) That Local Authorities be urged, through their Education Authorities, to
establish classes at the technical colleges, or other recognised educational
establishments, for the proper training of stokers in their duties.
"It must be mentioned that a reservation was put in by the industrial
representatives when the recommendations were framed and that this
reservation became the subject of amendments moved at the Conference.
The amendments were negatived by large majorities.
