Foreigners, including naturalised subjects, were 11,831 in 1901,
13,508 in 1911, and 13,053 in 1921, giving percentages of the total
population of 6·5, 9·4 and 9·2 respectively. Among Metropolitan
Boroughs, the Borough of Stepney contained the largest number of
aliens, over 30 per cent, of the aliens in the County and about 15 per cent,
of its population. Westminster is second in respect of numbers, it was
fourth on the list in 1911. Of the Metropolitan boroughs, Westminster
had the largest number of natives of France, Belgium, Italy, Switzerland,
and the United States.

As the Census of 1921 was taken in the middle of the year, instead of
in spring as previously, there were a number of visitors in Westminster
at that time, of these 2,406 were of foreign origin, the majority, 1,421, were
from the United States, which accounts for the larger figure given in
the above list. It is necessary to include these in the estimated population,
as deaths of persons whose home address is other than in England or
Waies have to be reckoned as Westminster deaths. Similarly there is
