No. 15, Grosvenor Cottages and adjoining houses in Whittaker
Street having reverted to the ground landlord, a small reconstruction
scheme recommended in 1920 was carried out. The first.named had no
yard and the w.c. was approached from the kitchen. A portion of the
gardens of the Whittaker Street houses was cut off and allocated to
No. 15, and the w.c. removed to it. The houses were put in good
condition and re.drained.
Restriction of Rents Acts.—Applications for certificates were asked for
and granted in five instances. It does not appear, however, that proceedings
were thereafter carried to the county court, the applicants apparently
being satisfied with the required repairs having been carried out.
Houses let in Lodgings.—At the end of 1921 there were 1,150 houses on
the register, during 1922 this number was still the same. 3,000
visits were paid to such houses and notices were served with reference
to 413 defects. Statutory notices were served in 24 instances, followed by
police court proceedings in three instances. As has been pointed out
previously, many of the?" houses arc partly used as work places, and consequently
more visits than those stated have been paid to the premises.
The by.laws drawn up by the County Council under the Housing
and Town Planning Act have not yet been sanctioned by the Ministry,
probably on the grounds that they would entail considerable structural
alterations which in present circumstances would be very expensive, and
also on account of a legal difficulty with regard to existing by.laws
made under another Act.
The first part contains some useful powers, particularly one whereby
the tenant is made responsible for the cleanliness of beds and bedding,
floors and walls. If the by.laws as a whole cannot be put in force,
sanction might at least be given for this part, once the legal difficulty
is got over.
