Divisional Food Commissioner. The Council had undertaken the enforcement
of these Orders and appointed the Medical Officer of Health and
his stall to do it and to prosecute where necessary:—
The total number of summonses issued was 974.
On 786 of these summonses there were convictions; 73 were withdrawn,
51 were dismissed under the Probation of Offenders Act on payment of
costs by the defendants, and 57 were dismissed without payment of fines
or costs by the defendants, while 7 were adjourned sine die.
The total fines inflicted were £4,538, and the total costs ordered to be
paid amounted to £1,182 4s. 6d. In addition numerous cautions were
administered.
The supervision of the registers of catering and residential establishments
and institutions, of which there were 2,440, was particularly
irksome.
Committees were empowered to grant, on application, extra rations
to persons suffering from certain specified diseases, on certificates from
medical practitioners that such persons needed extra rations. Each
application and re-application was submitted to the Medical Officer of
Health.
Where such extra rations were granted, special permits were issued,
available for one month, and renewable monthly. The number of such
applications considered and disposed of was approximately 1,500.
