This regulation supersedes one that was originally in use. It is
more stringent than the original one, because it not only includes
foods displayed outside stores, but also exposed within stores, bakeries,
restaurants, factories and other places, and it is suggested that the
protection of foods from infection by flies will minimise the danger of
transmission of typhoid fever and other diseases by foods.
Permits are now required in New York for sausage manufactories
and establishments for smoking and preserving meats.
As a result the Council addressed a communication to the London
County Council stating that the attention of the City Council has been
directed to the need for the better protection of food from contamination
by dust and flies, and, on inquiry, they find that in other countries
regulations have been framed dealing with this subject; that they are of
opinion that if similar regulations were in force in London it would be
to the public advantage, and they therefore suggest that the County
Council do consider the question of inserting in their next General
Powers Bill provisions dealing with the subject.
Food Poisoning.—Fourteen employes were taken ill after lunch at a
restaurant, and one died. The illness was due to the Gaertner bacillus,
but it was impossible to determine what article of food had been
contaminated. The Coroner's jury added a rider to their verdict that the
Local Government Board be asked to introduce legislation, if necessary,
making it compulsory that in all cases arising from food poisoning
notification should be given at once to the public health authority.
Inspection of Food.
The food exposed for sale in shops and on stalls in the street markets
has been regularly inspected every day (including Sundays). The
following list shows the quantity of food condemned and destroyed
during the year. The bulk of it was submitted by the owners or
purchasers for the opinion of your officers :—
