London for 1907 was 25.6, the rate during the ten preceding years
averaged 29 per 1,000. The birth-rate in England and Wales was
26.3, the average of the preceding ten years being 28.4.
Consequent upon differences in sex and age distribution, and the
proportion of married and unmarried persons in the various Wards of
the City, the rates must vary widely.

For a number of years I have pointed out that unless the birth-rate
is corrected in the same way that the death-rate is, by the distribution
of births in lying-in and other hospitals, unfair conclusions may be
drawn. The Registrar-General, in his last Report, has now recognised
this, and publishes tables for each of the Metropolitan Boroughs
