changing their addresses and their employers, so that it is difficult to
maintain a correct register.

Up to the time of the appointment of the Women Inspectors,
inspection of outworkers' premises has only been made so far as the
District Inspectors have been able to include it in their ordinary work.
Since autumn, however, the Women Inspectors have been able to deal
with this.
