failing to notify the cases of small-pox which was discovered at her
house; but the Magistrate, while expressing the opinion that the Council
was right in bringing the case forward, was unable to convict, as he
held that the husband was the proper person to be summoned; on the
other hand, it was pointed out that the Council could not prove that
the husband knew anything about the matter, as he had never been seen
at the house. The case is one which exemplifies the need for further
power, especially in regard to the concealment of information and the
giving of false information.
Including two cases not notified, and deducting four which were not
small-pox, the net number of cases was 43 with three deaths. The
cases occurred in 32 houses, one being a common lodging-house; 23 had
one case only, eight had two cases, and one had four cases.
