This gives a total of 179,224, which is only a little higher than that
adopted for the whole City. For the purpose of the Equalisation of
Eates Act, the Registrar-General has to estimate the population of the
City in another way. This he does by calculating the number of
persons per inhabited house at the time of the census, and applying
such to the number of houses found on the rate books in May of each

The City Comptroller has been good enough to supply me with a copy of the figures sent to the Local Government Board in 1902 and 1903, and I append both so that comparisons may be made:-

It will be observed that while the actual number of rated occupiers
in column 4 has increased except in St. Anne, St. Martin and the
Strand parishes, the number of "houses" in column 1 has decreased
except in St. George, Hanover Square, where there is a slight increase.
Possibly this is due to an alteration in the method of rating. There is
no change in St. Anne's parish. If 3,051 paupers be added to the
Registrar's figures as given in column 5, the three estimates will be
found to be fairly approximate.
