INSPECTION AND SUPERVISION OF FOOD.
By-laws for the Protection of Food.
In August the London County Council forwarded copies of By-laws
made by the Council on 28th July, 1936, under section 6 of the London
County Council (General Powers) Act, 1932, for promoting within the
County of London (excluding the City of London) sanitary and cleanly
conditions in the manufacture, preparation, storage, transport or exposure
for sale of any article intended to be sold for food, together with a copy
of a report which had been submitted to the London County Council
on the matter.
The report stated that it had not been found possible to accept (by
reasons of undertakings given when the General Powers Act, 1932, was
passed) suggestions regarding provision of water supply and washing
facilities for and the personal cleanliness of persons engaged in the
handling of foodstuffs, and pointed out that so far as shops were concerned
suitable washing facilities could be required under the Shops
Act, 1934. Certain other matters could not be specifically included in
the byelaws by reason of the undertakings given; for example, the
prohibition of the wrapping of food in newspapers, the provision of
refuse receptacles, etc.; but it was thought some of these matters
might be capable of control generally under certain of the proposed
byelaws.
These byelaws were confirmed by the Minister of Health and came
into operation on 1st January, 1937.
The work of inspecting premises where food is prepared, sold, or
stored is carried out by two qualified food inspectors, who ensure that
foodstuffs are handled with care and protected from contamination.
Milk Supply.
(a) Cowsheds.
The cowshed in the Borough was inspected on 23 occasions.
Application for a licence was considered by the Public Health
Committee, as follows:—
17-19, Morville Street—Mr. John Henry Chandler—licensed to
keep 19 cows.
(b) Dairies and Milkshops.
At the end of the year there were in the Borough 90 registered
premises where raw milk is sold. These premises were kept under strict
observation, 337 inspections being made.
