Miss J. M. Cardozo, Chief Health Visitor, reported as follows:—
Home Visiting.—During the past year a special effort has been made
with regard to the welfare of the Toddler. The overcrowding which
still exists in many homes makes this a serious problem. Once the child
is over one year, he needs room to develop his rapidly-increasing activities.
Advice to the mother at this time is most essential, so that she may make
the best of a difficult situation.
