the surface. The levels precluded a cleansing flow, and the northern
portion had a fall the reverse way to the outlet. The sewer was one of
those taken over in 1855 from the Commissioners of Sewers, and the
portion north of East India Dock Road was re-constructed in 1904.
The Borough Surveyor submitted a plan for re-construction of the sewer
in 12 in. pipes for 560 feet, and 6 in. pipes for the remaining 130 feet,
at an estimated cost, including provision of 9 manholes and connection
to London County Council Sewer, of £576.
The Works Committee were of opinion re-construction was urgently
necessary, and recommended the Council that the sewer between East
India Dock Road and High Street, Poplar, serving Speedings Gardens,
James Place, Reynolds Place, etc., be reconstructed by the Borough
Surveyor.
The Borough Surveyor reported to the Works Committee on the
condition of Wade Street sewer. The sewer was an old brick barrel
connected to the Black Ditch on the south side of High Street. The
Surveyor stated it had an insufficient fall, and had been patched where it
had collapsed in various places. It was desirable the sewer should be
reconstructed before the lithofalt block paving of the street, approved
by the Council, was proceeded with.
The Works Committee recommended the Council that the Wade
Street sewer be reconstructed in 12 in. stoneware pipes, in accordance with
plan of the Borough Surveyor.
Before proceeding with the paving of Guildford Road with lithofalt
block paving the Borough Surveyor opened the sewer for examination.
It was a 2 ft. by 2 ft. brick barrel in defective condition, with improper fall,
and had been a source of trouble to the adjoining property, consequently
it was proposed to re-construct the sewer in 9 in. pipes with two manholes.
The Works Committee recommended the Council that Guildford
Road sewer be reconstructed by the Borough Surveyor, as proposed.
CONSTRUCTION OF WATER CLOSETS-PROPOSED
NEW BYE-LAWS.
The London County Council considered proposals that the builder and
not the owner should be made liable to the penalties provided in the Byelaws
made under the Public Health (London) Act, relating to the construction
of water closets, etc., in the same way as the builder has been
made responsible under the drainage Bye-laws and the Bye-laws as to
