BY-LAWS
made by the Mayor, Aldermen and Councillors of the Metropolitan
Borough of Poplar, with respect to Houses Let in Lodgings, or
occupied by members of more than one family, in the Metropolitan
Borough of Poplar.
Interpretation of Terms.
"1. In these by laws, unless the context otherwise requires,
the following words and expressions have the meanings hereinafter
respectively assigned to them ; that is to say—
"Council" means the Mayor, Aldermen and Councillors
of the Metropolitan Borough of Poplar:
"Lodging-house" means a house or part of a house
intended for the working classes which is let in lodgings
or occupied by members of more than one family:
"Landlord," in relation to a lodging-house, means the
owner within the meaning of the Public Health
(London) Act, 1891:
"Tenant" means the person who, whether as owner or
otherwise, has an interest in the premises of such
nature and extent as to entitle the said person to let
the lodging house in lodgings or for occupation by
members of more than one family, or for the time
being, to receive the profits arising from the said
letting :
"Lodger," in relation to a lodging-house, means a person
to whom any room or rooms in the lodging-house may
have been let as a lodging or for his use and occupation.
