far removed from a public park, garden or open space, and it is not
practicable, therefore, for them to often visit these recreation
grounds.
The Council have considered a suggestion that it is very
desirable that further grounds should be provided in London for
children so that they may be able to play in safety therein without
being exposed to the dangers of the traffic in the public thoroughfares,
and a Committee of the Council has been appointed to
consider the question in regard to the use of a portion of the public
gardens in this Borough for the purpose.
Attention has also been called to the playgrounds of the
Schools under the control of the London County Council, which
are only open and available at the present time to the scholars
attending those Schools immediately before and after school hours,
and during the short recreation periods during the school hours.
In the opinion of the Council it is very desirable in the children's
interest that the County Council should be urged to throw open
these playgrounds out of school hours to all children for recreation
purposes.
I am instructed, therefore, to ask if your Council would be
prepared to co-operate by joining in a petition to the County
Council praying that the playgrounds attached to the Public
Elementary Schools under their jurisdiction should be thrown open
out of school hours for the use of all children who may wish to use
them for the purposes of recreation.
Will you kindly let me know at an early date the views of
your Authority in regard to the matter.
Yours faithfully,
C. H. F. BARRETT,
Town Clerk.
L. Potts, Esq.,
Town Clerk, Poplar.
The Public Health and Housing Committee recommended the Council
to join in the petition suggested in the foregoing letter.
