Act, 1908, regulates the sanitary condition of premises on which
food is sold or prepared for sale, and premises (such as yards,
stables and arches) where is stored food to be sold by costermongers
on barrows, can be dealt with under this Section, but it
does not apply to barrows and other vehicles on which food is
exposed for sale. A large amount of foodstuff is sold in London
from barrows and stalls, and it appears to a Committee of the
Council that some control should be exercised over their sanitary
condition. This could be effected if legislation were obtained
enabling sanitary authorities to ensure the observation of proper
sanitary regulations in regard to articles of food exposed or
deposited for sale in the streets and other places to which the
provisions of Section 8 of the Act of 1908 do not apply. Before
proceeding further in the direction of promoting legislation the
Committee would be glad to know whether the several Metropolitan
Borough Councils are in favour of the proposed extension of the
authority given by Section 8 of the Act of 1908, and they would
welcome any suggestions as to the best methods of regulating the
sanitary condition of barrows and stalls. I have been directed to
ask that the observations of the Borough Councils may be submitted
not later than 8th July, 1909, in order that proposals may
be submitted to the Council in time for the promotion of legislation
in the next session of Parliament.
I am, Sir,
Your obedient Servant,
G. L. GOMME,
Clerk of the Council.
The Town Clerk,
Metropolitan Borough of Poplar.
The Public Health and Housing Committee were of opinion it is
desirable the provisions of the London County Council (General Powers)
Act, 1908, enforcing cleanliness on premises where food is prepared for
sale, or sold, should be applied also in the cases of barrows and stalls,
and directed the London County Council be so informed.
The Council approved the action of the Committee.
