Section 37 enables the London County Council to prohibit supply
within the County from any dairy outside the County from which unwholesome
milk has been supplied, and also to inspect such dairies.
Tuberculous Milk.
Section 42 enables the London County Council to inspect dairies and
cows within the County (and outside the County on a Justice's Order)
from which tuberculous milk is suspected. The provisions of the London
County Council (General Powers) Act, 1907, with respect to cows suffering
from tuberculosis of the udder, and to the milk from such cows, are
extended to cows suffering from any form of tuberculosis or emaciation.
(Similar provisions contained in the London County Council (General
Powers) Bill, 1908 and 1909, were approved by the Council, but were not
proceeded with.)*
* In the House of Commons on 7th April, 1910. the London County Council
(General Powers) Bill was on the notice paper for second reading. Part VI. contained
provisions for dealing with the Milk Supply.
On the motion for the second reading of the Bill, Mr. Courthope moved its
rejection as an amendment. He admitted that milk legislation was necessary, but he
objected to the piece-meal proposals of the Bill.
After the amendment had been seconded by Mr. Stanier, Mr. Walter Guinness, who
spoke on behalf of the London County Council, said that, that Body would have
preferred general legislation.
After Mr. Walter Guinness had finished his speech, Mr. Emmott, Chairman of Ways
and Means, asked the House to pass the second reading, and to take a division with
regard to the milk supply, on the motion that it should be an instruction to the Select
Committee to delete from the Bill the clauses relating to this subject.
Mr. Courthope assented to this course.
The Bill was read a second time without a division. Mr. Courthope then moved
that it should be an instruction to the Committee to delete Part vi. (Milk Supply).
After further speeches by members, among whom were Mr. Burns (President of the
Local Government Board) and Mr. Walter Long, a division was taken, and ther
voted—
For the Motion 85
Against the Motion 81
Majority for the Motion 4
It was therefore ordered that it be an instruction to the Committee on the Bill to
delete Part VI. (Milk Supply).
