In the case of the Foreign Meat Regulations it is proposed that
meat which, after it has been landed in the Borough is made the
subject of notice by the Officer of Customs, the Council and their
Medical Officer, except in the cases specified in Paragraph 3, shall
deal with it. When the meat is consigned to a wharf in the Borough
and has been examined by the Officer of Customs on board the ship
that officer will give notice to the Port Medical Officer of Health, who
will notify the Medical Officer of Health of the Borough, who will
then deal with the meat.
If the Port Medical Officer of Health has given a certificate
releasing any foreign meat from detention under Sub-division (5) of
Article III. of the Regulations, no further examination will then be
made by the Medical Officer of Health of the Borough unless he has
reason to believe that the meat has subsequently become unsound.
As it is desirable that the orders should be issued as soon as may
be practicable, the Board direct me to request that if the Council
desire to make any observations respecting the proposed orders they
may be forwarded by as early a date as possible.
Copies of the Regulations to be applied by the proposed Orders
are also enclosed.
I am, Sir,
Your obedient Servant,
(Signed) H. C. MONRO,
Assistant Secretary.
The Town Clerk
of the Metropolitan Borough of Poplar.
The two orders for combined action of the Port Sanitary Authority
and Poplar Borough Council were issued by the Local Government Board
on the 29th December to come into operation on the 1st January, 1909.
The Public Health and Housing Committee recommended the
Council—That the several Sanitary Inspectors be appointed, subject to
approval by the Local Government Board, to discharge, under the
direction of the Medical Officer of Health, all or any of the duties of the
Medical Officer of Health under the "Poplar (Foreign Meat Regulations)
Order, 1908," and the "Poplar (First Series: Unsound Food Regulations)
Order, 1908." And that the Borough Public Analyst be appointed to
conduct any analyses required under the said Regulations, at a fee of
7s. 6d. per sample analysed.
