Public Health (Regulations as to Food) Act, 1907.
7 Edw. 7, Cap. 32.
An Act to enable regulations to be made for the prevention of danger
arising to public health from the importation, preparation, storage and
distribution of articles of food. (28th August, 1907.)
Factory and Workshop Act, 1907.
7 Edw. 7, Cap. 39.
This statute is an attempt to settle a difficulty of long standing with
reference to laundries which are carried on by charitable institutions.
Under the Factory and Workshop Act, 1901 (1 Edw. 7, cap. 22),
only those laundries were liable to inspection and otherwise subject to the
provisions of the Act, which were carried on by way of trade or purposes
of gain; all other laundries were exempt. Under the present Act laundries
are divided into several classes, and all of them are subject to a certain
measure of inspection and regulation:—(1) The general provisions
of the Act of 1901 are applied not only to laundries carried on by way of
trade or for the purpose of gain, but also to those carried on as ancillary
to another business or incidentally to the purposes of any public institution.
(2) Special regulations as to the hours of employment of women
and young persons are enacted for all laundries other than those ancillary
to a business carried on in any premises which are otherwise a factory or
workshop. (3) Laundries are exempted altogether as "domestic workshops"
when the labour is that of the family exercised at irregular
intervals, and not as the principal means of living. (4) In the case of
laundry work carried on at an institution for charitable or reformatory
purposes—which is manifestly the principal object aimed at by the
present statute—the general provisions of the Act of 1901 may be
modified by the Home Secretary, particularly with reference to the
appointment of the medical officer of the institution to be certifying
surgeon, and the examination of an inmate only in the presence of the
manager. (5) Laundries carried on by a Government department may be
brought under inspection. (Paterson's Practical Statutes.)
