area in Bow Common Lane, commonly known as the "Barracks," which
comprises Gale Street, Box Street, Eastward Street, Hawgood Street and
Furze Street. The report embodied a report of Mr. Langley, the Inspector
of the district, and a list of the cases of infectious diseases which had
occurred in the streets named during the years 1905 and 1907, and also a
list of Police Court proceedings. The report was accompanied by a
detailed report of work executed under the bye-laws by Mr. Wm. Johnson,
the Inspector of houses let in lodgings.
The Public Health and Housing Committee reported to the Council
on the 25th July that the area in question would be kept under constant
inspection, and proceedings taken from time to time as might be necessary.
The Committee were satisfied it was not then possible for action to be
taken for the adoption of a scheme under the Housing of the Working
Classes Acts.
Proposed Appointment of Additional Inspector.
The Public Health and Housing Committee had under consideration
the question of the administration of the Council's Bye-laws relating to
Houses Let in Lodgings, and of the clauses of the London County Council
(General Powers) Act relating to verminous houses. The Committee
reported to the Council on the 5th September that the number of houses
registered is more than sufficient to occupy the attention of the present
Inspector, and they were of opinion the time had arrived for the appointment
of an additional Inspector in order that more effective supervision
might be given with regard to cleanliness, air space, etc., in the large
number of houses in the Borough occupied by members of more than
one family.
The officer appointed should possess the sanitary certificate required
by the Local Government Board for a Sanitary Inspector. The Council's
scale of salaries for such officer is £130 rising to £195, one half of which
is repayable by the London County Council.
The Committee recommended the Council—
"That, subject to the consent of the Local Government Board,
an additional Sanitary Inspector, for Houses Let in Lodgings, be
appointed at a salary of £130 rising by six annual increments of
£10 and one of £5 to £195 per annum ; that advertisements be
issued inviting applications for the position and that such applications
shall stand referred to your Committee to select and submit
candidates to the Council."
