The above statement shows the total number of samples and
the number of milk and butter samples taken in the Borough of
Poplar in each year since 1900.
Having regard to the large number of articles liable to adulteration,
or which are likely to be sold under a false description, the
Board of Agriculture considered the number of samples hitherto
taken could scarcely be regarded as sufficient to test adequately
the food supply of the district.
The letter stated: Many local Authorities consider it necessary
to take annually a number which will give a proportion of at least
3 per 1,000 of the population, while the Local Authorities of some
of the Metropolitan Boroughs cause a much larger number than
this to be taken. For instance, during the year 1902, 1,250
samples were taken in the City of London (population 26,923);
1,802 in Westminster (population 117,178); 1,935 in Southwark
(population 206,180); 402 in Holborn (population 59,405); and
759 in Bermondsey (population 130,760); and the general tendency
is in the direction of a still further increase.
The communication drew the attention of the Poplar Borough
Council to the obligations imposed upon them by sub-section 1
