lodging house shall in the first week in the month of April in every
year cause every part of the premises to be cleansed, etc.' In many
instances the work was not complied with, and Mr. Langley asked
for authority to take out summonses for non-compliance.
On July 5th, four summonses were taken out at the Thames
Police Court, against the landlord of the houses Nos. 6, 16, 18, and
20 Box Street, Bromley, for allowing his registered houses to remain
in a filthy condition after notice had been served on him. Penalties
£1, and costs 23s., were obtained in each case.
I asked the Committee to consider an amendment of the ByeLaws:
Instead of the premises being cleansed once every year,
they should be cleansed twice every year; I suggested the Bye-Laws
should be amended, so that Lodging-houses shall be cleansed in the
first weeks of the months of April and November.
The Committee considered the suggestion that the Bye-laws
relating to houses let in lodgings should be amended by requiring
such premises to be cleansed twice a year instead of once as now,
I advised that in view of the class of property which is registered
under the Bye-laws, and the constant changes of tenants it is desirable
such further powers of enforcing cleanliness should be obtained.
The Committee recommended to the Council as follows:—
That, subject to confirmation by the Local Government Board,
Clause 15 of Council's Bye-laws be amended by adding after the
words "in the month of April" the words "and November."
The Council agreed to the recommendation and the following
letter was received from the Local Government Board.
Local Government Board,
